ROTLD 3 zombie question?

I've just finished watching Return of the Living Dead 3. Not watched this in about 10yrs.
Apologies if this has been posted before...
My question is in ROTLD3, at the beginning, where the 2 kids break into the base using the boys Dad's id card.

There is a test zombie about to be re-animated. Tall, skinny dude. Is this the same guy from the Morgue segment in 'We interrupt the Programme'
