The only real influential zombie films of the 90s I can think of are:
- Night '90 (a remake with some unique changes for the era, but more for the late 80s than the 90s)
- The Dead Next Door (a very good example of low-budget zombie movies with unique ideas and often times poor execution)
- Dead Alive (very inspired by over-the-top 80s movies)
- Cemetery Man (very strange, however awesome, Italian craziness)
Any others?

Night '90 by an absolute mile. Hell, to me it's always been superior to the '68 original.

The Dead Next Door came out in '88. But I agree with everything else you said about it.
Maybe The Dead Pit?
God, that was worth watching just for the female lead that's pantless throughout the entire film. And that cool open-skull brain scene. Other'n that I thought it was kinda worthless though :-|
I, Zombie: The Chronicles of Pain (http://www.imdb.com/title/tt0210740/) was a pretty original zombie flick for 1998.
And I really liked Bio Zombie (http://www.imdb.com/title/tt0277605/) (1998 again) too.
But yeah that's about it... I think after 28 Days Later and Resident Evil (both 2002) things really started to blow up.
I think the absolute worst film was Zombie '90: Extreme Pestilence (http://www.imdb.com/title/tt0103336) (1991). Jesus ****ing christ, they put the most minimal of efforts into making that garbage.
